DLF Defers Projects, Cuts Workers to Meet Slowdown



Nov. 18 (Bloomberg) ” DLF Ltd., Indias biggest property developer, has deferred some projects and plans job cuts to cope with the economic slowdown, Chairman Kushal Pal Singh said.

The New Delhi-based developer had said earlier this month it didnt plan to shed workers after profit fell by 4 percent in the three months to Sept. 30 and the number of employees declined by 12 percent during the quarter.

The global financial crisis is leading Indian stocks to their worst year on record, crimping purchasing power even as a five-year rally in property prices and increased borrowing costs hurts demand. DLF shares have plunged to nearly a fifth of their value at the start of this year amid a slump in property prices.

The key thing is how to boost demand,’ Singh told reporters in New Delhi. Prices have come substantially down, so much that projects will shut down. There is a lack of money supply to developers.’

The company is paying 12 percent to 13 percent interest on loans, Chairman Singh said, without giving comparative figures.

DLF has declined 79 percent this year. The Realty Index of Bombay Stock Exchange fell 85 percent since Jan. 1 as investors shun property stocks.

The government last month eased rules for companies to raise funds overseas. The Reserve Bank of India had reduced the risk provisioning for bank loans for commercial real-estate to 100 percent from 150 percent earlier.

Home mortgage loans should be brought down to 7 percent to boost demand, DLFs Singh said. State-run Bank of India on Nov. 6 reduced loan rate to 10 percent from 10.75 percent on 15-year loans for up to 5 million rupees.

There will be takers only when you bring down home loans,’ Singh said.

Speaking earlier at the World Economic Forums India Economic Summit, Finance Minister P. Chidambaram said developers must reduce home prices.

Singh, speaking separately to reporters today, said the decline in raw materials costs including steel and cement would help bring down property prices.

Developers in bigger cities such as Mumbai and New Delhi are holding prices steady, Jones Lang LaSalle Meghraj Property Consultants (India) Pvt. said last month.

Housing prices in smaller towns such as Agra, Ludhiana and Kochi dropped an average 15 percent to 20 percent in three months to Sept. 30, according to Jones Lang LaSalle. Rental prices for offices and malls also fell as much as 20 percent across India in the quarter, the firm estimated last month.

Suncor makes bid to take over Petro-Canada

Two of Canada’s largest energy companies are merging, with Suncor Energy making a CA$19.2-billion bid to take over Petro-Canada.

Suncor shareholders purchased $19.2 billion in stock and now own about 60% of Petro-Canada. Petro-Canada shareholders own the remaining 40%.

Suncor is reported to be the third largest Canadian energy producer, and Petro-Canada is Canada’s sixth largest. The current market value of Petro-Canada is $14.4 billion.

“This is a made-in-Canada response to the challenges presented by global market uncertainty. More importantly, it’s a made-in-Canada strategy to unleash the potential of these two companies and their people in the future,” said Ron Brenneman, chief executive officer of Petro-Canada.

“We need to face head-on the issue of global competition in a time of economic uncertainty. In these difficult times, we believe that joining forces provides the strength we need to be a leader in value creation in an extremely competitive industry, added Brenneman.”

Petro-Canada shares on the Toronto Stock Exchange (TSE) rose from $29.65 to $36.77, a 24% rise, while Suncor shares rose from $30.90 to $32.12, up 5%, at mid-morning.

“The merger will be good for shareholders of both companies with reduced capital requirements, operating efficiencies and complementary integration opportunities between upstream and downstream assets. The increased scale provides more stability in volatile markets, plus the financial and organizational capability to successfully take on large-scale projects in the future,” said Mr. Rick George, current Suncor chief executive and the next CEO for the merged companies.

As of 10:00 p.m EST November 8, 2006, the Democratic Party is projected to have gained control of both the United States House of Representatives and the United States Senate in the 2006 United States general elections. MSNBC projects that the Democrats now control 234 seats in the House of Representatives, 16 more seats than the 218 needed to control the House of Representatives as all 435 seats were up for election. In the Senate, where the balance of power is closer, one-third of all seats were up for grab. As of 10:00 p.m. EST, AP and Reuters were projecting that the Democrats had picked up all six seats they needed to retake the Senate, including the seats of incumbents Rick Santorum (Penn.), Lincoln Chafee (R.I.), Jim Talent (Missouri), Mike DeWine (Ohio), John Tester (Montana), and Jim Webb (VA). The Tester victory by less than 3,000 votes was projected at approximately 2 p.m. EST after the State of Montana announced the results of overnight recounts. Democrat Jim Webb has prevailed in that race by slightly more than 7,000 votes, though his opponent has not conceded and a recount may still occur.

England’s elderly face human rights breaches in home care system

A report published today by the Equality and Human Rights Commission (EHRC) finds that, in many cases, England’s home care system breaches the human rights of the elderly it is supposed to serve. The Close to home: older people and human rights in home care report is the result of a twelve-month investigation into care generally provided by local authorities.

Approximately half of those receiving home care, plus friends and family, providing evidence to the inquiry were satisfied with the quality of care provided. However, the report stresses that there are “systemic problems” arising from “a failure to apply a human rights approach to home care provision”. The report asserts that it is generally not the fault of individuals providing care, but serious problems exist as local authorities seem unaware of their obligations under the Human Rights Act and fail to commission, procure, and monitor care accordingly.

The report says articles two, three and eight of the European Convention on Human Rights are frequently being breached. These, respectively, cover an individual’s right to life, protection from inhumane and degrading treatment, and respect for dignity and personal independence. Criticisms include that care is not provided in a common-sense manner, and funding of care for the elderly is at lower levels than for younger people with similar problems and needs.

The EHRC’s investigation highlights a range of recurring complaints and attempts to identify the underlying causes; cost is repeatedly mentioned, with use of the private-sector leading to some local authorities offering a “one size fits all” service leaving many elderly feeling they are “a task to be undertaken” and have “little or no choice” as to help received, or when care workers visit. A failure to invest in care workers is noted, with significant responsibility and the wide range of skills required being rewarded with low pay and status; this, the report states, adversely impacts staff retention and, a high turnover of care workers can put the security of care recipients at-risk.

Within the wider investigation, a commissioned independent social report by The Arndale Centre conducted in-depth interviews with a cross-section of 40 elderly individuals receiving home care. As-stressed in the report, those selected were not on the basis of good, or bad, experiences with their – mainly local authority-provided – care. It highlights a widespread feeling amongst those interviewed that they are treated “like a number”, and that aspects of the care provided lead to, or fail to resolve, feelings of social isolation.

The Manchester-based Arndale Centre report concludes that, “[t]he general picture is of a wider home care system in which older people are not effectively involved: which they do not understand, and which does not often make the extra effort required to involve them in ways tailored to their state of health and other needs”.

A recurring theme in the responses of those interviewed is the social isolation that their home care is not adequately addressing. One male interviewee in his seventies who previously used a scooter to get about said in his interview, “I haven’t been out of the house now for about four weeks. I daren’t. The last time I went out on the scooter I hit the kerb and it frightened the living daylights out of me.” Another, an 85-year-old woman who lives alone, expressed sadness at her inability to do normal things, “I would love to go to town to do some shopping. I haven’t been to town for about two years… Wander round the town and have a cup of tea… I’d love that.”

The social isolation many elderly experience was summed up neatly by another woman in her eighties in her interview: “When you go now, I will maybe not talk to anybody till tomorrow; maybe the whole of tomorrow nobody to talk [to]… face to face. Nobody will knock on that door, that is it, a life of isolation.”

The EHRC, having commissioned this report in the face of funding changes and reform of the care system, intends to press for legislative changes to ensure those receiving care at home are given the same protections under the Human Rights Act as those in residential care. In the conclusions of their report they offer to work with, and support, local authorities in understanding and delivering care that respects peoples’ rights and dignity; and, recommend better guidance as to the choices available to the elderly, and their families, be made available.

Athletes prepare for 2012 Summer Paralympics at the Paralympic Fitness Centre

London, England — As Paralympians ready for the Games which are set to open later this week, they have access to a world class fitness center inside the Paralympic Village which is designed to maximise their pre-Game preparations.

According to volunteers staffing the center, instead of being a single large room, as in Beijing, the building has numerous rooms. It, along with the adjacent Village Services Centre, is designed to be converted into a school after the games conclude. Rooms have been structured as a gym, an auditorium, and science laboratories.

Gym equipment is supplied by Technogym, an Italian firm that has supplied gym equipment for the Olympics since 2000. Equipment has been provided not just for for the Fitness Centre, but for gyms at all the Olympic venues. The newest equipment is oriented toward maximum flexibility, allowing athletes to exercise the particular muscles that they most require for their sport.

In addition to the equipment, the Fitness Centre also provides instructors trained in the use of the equipment, the likes of which athletes from many countries have never seen before. There are also a number of instructors available to provide motivational training.
